describing the human resource functions we must start from the principle stressed upon in studies and research. In the field of management it is unanimously agreed that the main resource of an organisation of the four outlined in all studies – human, material, informational and financial, is beyond doubt people. It is important not only because each person is an individual whose existence is not only unique, but also important for society as a whole. No other resource is awarded with value without human existence and intervention
2. The above is relevant in every field including that of the armed forces. For a civilian on the outside the perspective of the service conditions is limited and incomplete. He only sees high risk, relatively poor salaries, limited promotional avenues, frequent transfers and disruption in family. These factors cumulate to be some of the reasons due to which the Indian Armed Forces is not achieving as much in terms of output from its work force. Also the reason for a shortage of officers in the forces is due to the mindset of the civil society that the work conditions make armed forces an unattractive career.
