The Division of Zamboanga Del Sur initiated a biometric system to monitor time and attendance of employees through a system called SARAH or STANDARD AUTOMATED RECORDING OF ATTENDANCE HOST that was developed by the Division ITO Officer, Chester Don E. Bayocot.

It shows relevant data on employees’ time and attendance as well as the leave and travel records. This system tool helps the division generate automatically the Daily Time Record from the biometric machine, Supplementary Payroll, Travel Order, Authority to Travel, Leave form and Reinstatement Form.

The System SARAH is important for it serves as a database for all teachers and School Heads not just in the school but also in the district. System SARAH can generate and sort specific teachers data that can be downloaded instantly.

System SARAH is a system that provides our division an increase fairness, productivity, and security, spend less time on paper works and accurate salary of the employees. It is a inclusive yet concise reporting system. It has five main parts: 1) employees registry; 2) time and attendance; 3) leave records; 4) official travel and 5) holiday achieves.

Particularly, system SARAH includes data on attendance log wherein it records the edited time versus the original time uploaded in the system from the biometric machine. It also have User’s log that records the users who logs in. In the system, whatever editing done in the system will be recorded as well as the user who logged in.

In using the system SARAH the school head may assign the School ICT or any teacher to be the system in-charge to input the data need in the system. But normally that the system involves ICT skills, the School ICT is the direct in-charge of the system.

During the beginning of the school year, schools are required to purchase biometric machines to cater the time attendance of teachers. The generated time logs from the biometric machine will be uploaded in the system SARAH for analysis. It is then all the required documents on the monthly time and attendance of teachers will be generated and printed for submission.

Based on observations and casual interview with the school heads and SARAH system in-charge on the reasons for delayed submission was some teachers are still on denial on their time and attendance generated from the system. Some time logs failed to record by the biometric machine, under time of teacher because of tardiness and sudden electric surge or brownouts that causes to input log in time of teachers manually that takes time.

The forgoing problems or situations hinder the schools to promptly submit the required documents and that decision making are affected by the incorrect data. This action research would like to further investigate the facilitating and hindering factors in the teachers’ time and attendance involving the system SARAH.
This action research proposes to measure how system SARAH affect the teachers’ commitment in coming to school in terms of 1) punctuality; 2) time management; 3) on time in the conduct of classes; and 4) reports accomplishment. It will also know what plan of action will be done based on the findings.

This action research attempt to address the problem on effectiveness of system SARAH on teachers’ commitment:
Specifically, this required to answer the following inquiries:
How does system SARAH affect the teachers’ commitment in coming to school?
1.1. punctuality
1.2. time management
1.3. on time in the conduct of classes
1.4. reports accomplishment
Based on the findings of the study, what plan of action can be done?

Effectiveness and Accuracy in submission of system SARAH generated forms requires an innovations to enhance its program to increase more fairness to all employees.   
The proponents of this will track on how system SARAH affects teachers in dealing their daily routines in school and how it affects their commitment in coming to school.

This research employs descriptive research as method in discovering the answers of the research questions.

IV. a. Participants and/ or other Sources of the Data and Information
Populations of this research include 16 school heads, 159 elementary teachers and 25 secondary teachers.

To determine the effectiveness of system SARAH on teachers’ commitment, a survey form will be develop.

This study will be conducted during the first semester, SY 2018-2019.

IV. b. Data Gathering Methods
This study utilizes survey as method of gathering data. A descriptive questionnaire will be used in gathering responses from the respondents.
Questionnaire-checklist shall be the principal tool in gathering of data from of four parts. Part I seeks the responses on teachers punctuality; Part II provides the responses on time management; Part III seeks for the response on time in the conduct of classes; and Part IV seeks for the response on reports accomplishment.

IV. c. Data Analysis Plan
Weighted mean shall be used as statistical treatment of the study to determine the extent to how system SARAH affect the teachers’ commitment in coming to school for punctuality, time management, on time in the conduct of classes and reports accomplishment
To determine the responses of the respondents on the extent of effectiveness and accuracy being practice.

Results of this study shall be the basis of the enhancement of system SARAH to be more effective to the teachers’ commitment in schools
On the basis of the findings of this study, enhancement of the system shall be done. Draft plan of action should be done. The formulated action plan shall be subject for comments and suggestions from the concern officials of DepEd Zamboanga del Sur Division.

Upon the incorporation of the comments and suggestions, finalization of the Plan of Action shall then be done. The finalized Plan of Action shall then be proposal to DepEd Zamboanga del Sur Division ITO for testing before it shall be disseminated to the schools for implementation.

If the enhanced system works for the schools being tested, a policy brief shall then be done to all schools.
Policy dissemination shall be done in meetings, conferences, and other sorts of forum.
